Comprehensive overview of renter verification requirements for US and Canadian operators, including PS Form 1583, Canada Post authorization, document requirements, digital verification workflow, compliance timelines, and record retention.
Customer Verification Overview
Renter verification is the most critical compliance process in your mailbox operation. Every renter must be fully verified before they can receive mail at your location. This guide provides a comprehensive overview of the verification requirements for both US and Canadian renters, the digital verification workflow on the C-Band Mailbox platform, and the compliance timelines you must follow. Thorough verification protects your operation from fraud, satisfies postal regulations, and ensures the integrity of the mail system for all participants.
United States - Verification Requirements
US renter verification is governed by USPS CMRA (Commercial Mail Receiving Agency) regulations. Every US renter must complete the following:
PS Form 1583 - Application for Delivery of Mail Through Agent
This is the cornerstone document for US renter verification:
- The renter completes the form with their full legal name, date of birth, and the address of your mailbox location
- The form must be notarized - either by an in-person notary or through Remote Online Notarization (RON), which is accepted in states that permit it
- The original form must be submitted to your local USPS post office within 30 days of the renter's signup
- Retain a copy of every completed Form 1583 for your records
Two Forms of Identification
Each US renter must present two forms of ID:
- Primary (Government Photo ID): US passport, state-issued driver's license, state ID card, military ID, or US Permanent Resident Card (Green Card)
- Secondary (Proof of Address): Utility bill, bank or credit card statement, residential lease agreement, or vehicle registration - all dated within 90 days
USPS Submission Requirements
- Submit the original Form 1583 to USPS within 30 days of the renter's activation
- USPS may inspect your Form 1583 records at any time
- Maintain all forms in an organized, easily accessible filing system
Expired ID Updates
Per the Operator Terms & Conditions Schedule B Section B5, if a US renter's primary ID expires, they must provide an updated, current ID within 30 days. If the ID is not updated, service may be paused until a current ID is provided. Annual recertification is not required by USPS, but expired IDs must be promptly updated.
Canada - Verification Requirements
Canadian renter verification is governed by Canada Post regulations for commercial mail receiving agencies. The process is similar to the US but with important differences.
Canada Post Authorization Form
- Each Canadian renter completes a Canada Post authorization form permitting you to receive mail on their behalf
- Unlike the US, notarization is not required for the Canadian authorization form
- The form is retained in your records and made available for Canada Post inspection
Two Forms of Identification
Each Canadian renter must present two forms of ID:
- Primary (Government Photo ID): Canadian passport, provincial or territorial driver's license, provincial photo ID card, Permanent Resident Card, or Secure Certificate of Indian Status
- Secondary (Proof of Address): Utility bill, bank statement, CRA Notice of Assessment, or residential lease - all dated within 90 days
Provincial Variations
- Quebec may have specific requirements regarding acceptable identification and language of documents
- Provincial ID formats and security features vary - familiarize yourself with the IDs issued in your province
- No notarization is required for any Canadian verification documents
Digital Verification Platform Walkthrough
The C-Band Mailbox platform streamlines the verification process with a comprehensive digital workflow:
Step 1: Document Collection
Documents can be collected in two ways:
- In-Person: The renter visits your location. You scan their documents using your scanner (minimum 300 DPI) and upload them to the platform.
- Digital Upload: The renter uploads their documents through the platform's secure upload interface from their device.
Step 2: Automated Checks
Upon upload, the platform performs automated checks:
- File format and quality verification
- OCR (Optical Character Recognition) for document type identification
- Expiry date detection
- Name matching across documents
Step 3: Manual Review
After automated checks, documents enter your manual review queue:
- Verify document authenticity (security features, formatting, official marks)
- Compare photo ID with the renter (in-person or via video verification)
- Confirm all information matches across documents
- Check that all documents are current and not expired
Step 4: Approval or Rejection
- If all documents pass review, approve the verification in the platform
- If any document fails, reject it with a specific reason code so the renter knows exactly what needs to be corrected
- The renter is automatically notified of the outcome
Document Status Tracking
Track verification status through your operator dashboard:
- Pending: Documents uploaded, awaiting review
- In Review: Currently being processed
- Approved: All documents verified - renter eligible for activation
- Rejected: One or more documents failed - renter must resubmit
- Expired: Previously approved document has expired - update required
Compliance Timeline
Follow this timeline to maintain verification compliance:
- Day 0: Renter signs up and uploads documents
- Days 1-3: Platform review and manual verification (target: 1-3 business days)
- Within 30 Days: Submit Form 1583 to USPS (US renters only)
- Ongoing: Monitor document expiry dates and notify renters proactively
- Within 30 Days of ID Expiry: US renters must provide updated ID (per Operator Terms & Conditions Schedule B Section B5)
Record Retention
All verification records must be retained for a minimum of three (3) years after the renter's account is terminated, as specified in the Operator Terms & Conditions Section 8. This includes:
- All uploaded identification documents
- Completed Form 1583 (US) or Canada Post authorization form (Canada)
- Verification approval records with dates and reviewer information
- Any correspondence related to the verification process
