Identity Verification Steps
Identity verification is the most important compliance process you perform as a C-Band Mailbox operator. Every renter must be fully verified before you can accept mail on their behalf. This guide provides a detailed, step-by-step workflow for verifying renter identities, covering both in-person and digital verification methods, country-specific form requirements, and procedures for handling rejected documents and re-verification scenarios.
Step 1: Collect Documents from Renter
The first step is collecting the required identification documents from the renter. This can be done in two ways:
In-Person Collection
- The renter visits your location with their original identification documents
- Examine the original documents in person - never accept photocopies as primary documents
- Scan or photograph the documents using your scanner (minimum 300 DPI) for upload to the platform
Digital Upload
- The renter uploads their documents through the C-Band Mailbox platform's secure upload interface
- Documents must be clear, legible, and complete - no partial images or blurry photos
- Accepted file formats: JPEG, PNG, PDF
Step 2: Verify Document Authenticity
Once you have the documents, examine them for authenticity:
- Security Features: Check for holograms, microprinting, UV-reactive elements (if verifying in person), watermarks, and raised lettering
- Document Quality: Authentic government IDs have consistent printing quality, clear photos, and professional formatting. Look for signs of tampering - altered text, replaced photos, inconsistent fonts, or visible splicing.
- Issuing Authority: Verify the document was issued by a legitimate government authority. Familiarize yourself with the design of IDs from your country and common states or provinces.
Step 3: Compare Photo ID with Renter
Confirm that the person presenting the ID is the same person pictured on it:
In-Person Verification
- Compare the photo on the ID with the person standing in front of you
- Check for consistent features: facial structure, eye color, approximate age
- If the person's appearance has changed significantly (weight change, hairstyle, aging), ask additional identifying questions
Video Verification (Remote)
- If the renter is not local, video verification can be used
- The renter holds their ID next to their face during a video call
- Compare the photo on the ID with the live video image
- Take a screenshot for your records (with the renter's consent)
Step 4: Check Document Expiry Dates
All submitted documents must be current and not expired:
- Primary ID: Must be valid (not expired) at the time of verification
- Secondary ID (Proof of Address): Must be dated within 90 days of the verification date
- Note the expiry date of the primary ID in the platform for future monitoring
Step 5: Process Country-Specific Forms
US Renters - PS Form 1583
- The renter completes all required fields on PS Form 1583 (Application for Delivery of Mail Through Agent)
- The renter signs the form in the presence of a notary public
- The notary verifies the renter's identity, witnesses the signature, and applies their notary seal
- Remote Online Notarization (RON) is accepted in states that permit it
- You (the operator) sign the form as the mail receiving agent
- Submit the original form to your local USPS post office within 30 days
- Retain a copy for your records
Canadian Renters - Canada Post Authorization
- The renter completes the Canada Post authorization form
- The renter signs the form (notarization is not required)
- You (the operator) sign the form as the mail receiving agent
- Retain the form in your records for Canada Post inspection
Step 6: Upload All Documents to the C-Band Platform
- Navigate to the renter's profile in your operator dashboard
- Upload each document to the appropriate document slot (Primary ID, Secondary ID, Form 1583 or Authorization Form)
- Ensure all uploads are clear, complete, and properly labeled
- The platform encrypts all uploads using AES-256 encryption at rest and TLS 1.2+ in transit
Step 7: Platform Review and Approval
- The platform performs automated checks on the uploaded documents (quality, format, OCR extraction)
- You perform the manual review as outlined in Steps 2-4
- If everything checks out, approve the verification in the platform
- The approval is timestamped and recorded in the audit trail
- Target processing time: 1-3 business days from document submission
Step 8: Activate Renter Account

Handling Rejected Documents
If a document fails verification:
- Reject the document in the platform with a specific reason code (e.g., "Expired," "Illegible," "Name mismatch," "Suspected alteration")
- The platform notifies the renter of the rejection and the required corrective action
- The renter uploads a corrected or replacement document
- Repeat the review process for the resubmitted document
Expired ID Update Process
For US renters, per the Operator Terms & Conditions Schedule B Section B5, expired primary IDs must be updated within 30 days:
- The platform monitors ID expiry dates and sends notifications 30, 14, and 7 days before expiry
- The renter uploads their renewed ID through the platform
- You review and approve the updated document
- If the renter does not update within 30 days, consider suspending their account
Re-Verification Triggers
Certain events may require re-verification of a renter:
- Legal name change (marriage, court order)
- Address change on file
- Suspected fraud or identity theft
- Regulatory requirement or audit finding
